The test test_ftu_skip_tour.py will fail when Wifi has the password.

I found the gaiatest will send password and tap Join button before Keyboad app be displayed.
It seems like we have to wait for Keyboard app be displayed.

PS: It only can be replicated by gaia-ui-test, can not replicate it manually.
