Don't ask for MT authentication when doing an app purchase on an Android tablet

steps to reproduce:
1. While on wifi, start an app purchase on your Firefox Mobile on your android tablet.
2. Log in using persona
3. Enter PIN

observed behavior:
After the PIN step, user is asked to confirm their Mobile Number. Most android tablets won't have an associated mobile number.
It could be a tablet that has a SIM, it could also be that users want the bill to go to the SIM. I'm not sure if Bango can detect anything different about the capabilities here, but if they could, what should they do?

At this point, for MVP, we do not plan to support billing to SIMs with Android, just CCs (for the Android billing rollout).  

However, if we did support SIMs billing with Android in the future, the deciding factor would be whether it is the first time billing for that user (do they have SIM billing set up already from a device with a SIM - like from another device that is associated with the user id).   If not, then whether there is a SIM in the Android device , and then whether we support operator billing with that particular carrier.  It wouldn't make a difference if it were a tablet or not - it would all be dependent on the SIM.

For this bug though, whether a tablet or phone, since we don't support operator billing (CC only), we shouldn't need an MT auth.

Operator billing is on the Tracker spreadsheet and has been for sometime for Android, plus MT Auth is needed regardless of whether it is CC only until https://bugzilla.mozilla.org/show_bug.cgi?id=893050 lands which Bango are working on
Also, a user can use a Movistar or DT SIM with their Android phone. Right now, there is no way to block carrier billing based o device type. I have done a few carrier billing transactions on my android phone with no issues.

In this case, MT Auth is being done, but we don't need it for payments just for identity. Looking at the MT Auth page, wondering if there's anything that we could do to explain why we are asking for a mobile number. "This is to establish your identity, not to charge against, unless you say so" Or something, might not be worth it, but thought I'd check.

This is actually not the case. Operator billing is not on the Tracker for Android.   Also, the PRD and user stories only have credit card - and specifically only have CC, no operator billing.   While we have discussed the idea of operator billing on Android, there was a decision to NOT do that for now so that for now. There, however, was an intention to use the languages for different regions that payments currently support in those regions. 

Doing operator billing opens more issues: customer support, , revenue splits, testing in country with billing and make the rollout more complicated.

It did however depend on Bug 893050 (which has been open since July).
Propose discussion is part of solution design for Bug 893050.

Need confirmed requirements from Mozilla on payment options to be supported/offered.
