What problems would this solve?

Permissions are going to wind up being used, for example, to prevent people from attempting to edit in-wiki documentation that's actually maintained in code and created/updated using an auto-generation tool of some kind.

We will need to be able to set up a message to display when people click the "edit" button that tells them why permission is declined, and where to go/what to do in order to update the content they're looking at.

The message needs to be able to include at least one link, for additional info, or to the GitHub repo for the doc, etc.

Any teams using auto-generation tools, among others.

A friendly message explaining how to go about contributing to content that's auto-generated.

What would users do? What would happen as a result?

Click edit. See message. Click link in message that takes them to github/source tree/doc with additional information/whatever.
