Details

Create a new Profile Open Nightly build and note two tabs, Welcome, and Nightly Start page. Close the Welcome tab leaving only Nightly Start page tab, since you close all tabs anymore. Close Nightly Open Nightly - see 'Restore button' at the bottom right. Click 'restore' - nothing changes, only the Nightly start page is shown. tested on latest hourly m-c win7 32bit build, running on win7 x64

Correction, there is no 'welcome page' anymore so you can ignore that statement. You only see the Nightly Start Page. Close the browser and restart - note the 'Restore Session' button appears. There is no need for the Restore button if there is no History or nothing to restore.
