956939 - Black space under URL bar when scrolling

STR:
1) Go to any page that scrolls
2) Scroll down to hide or partially hide the URL bar
3) Scroll back up to show the URL bar

During step 3, there's a black gap between the URL bar and the page. This gap sometimes includes white artifacts and looks glitchy.

Brian / Brad what device are you gusy using? 

I am not able to reproduce this on latest nightly using news.google.com with :
Galaxy Nexus - Android 4.3
Samsung R - Android 2.3
Motorola RAZR HD - Android 4.0

I am able to reproduce it only on HTC Desire HD with Android 2.3

I can reproduce on my HTC One (4.4) as well.

We can possibly do something about this gap looking glitchy, but the gap is going to remain unless we overhaul this code and the surface creation negotiation code quite a bit.
