config change was not made when a PR slated for v72 was merged prematurely in v71.   Which is not a necessarily a problem, we just need to make sure that we've got all the appropriate ducks in a row...  the config change in Bug 948533 is the change that fixes this bug...

Thanks lars and solarce for pouncing on this yesterday and putting dev and stage back into their happy houses.

QA verified, dev and stage are up. Automation is purring along happily again.
