Noticed on Buri device, with today's v1.3 Com RIL

Quite a few locales that should appear on v1.3 builds - as well as locales present on previous versions - seem to be missing during FTE (and other inconsistencies with localizations are seen as well)

Locales should be as here: http://hg.mozilla.org/releases/gaia-l10n/v1_3/

I think lines like https://hg.mozilla.org/releases/mozilla-aurora/file/ab13ac48d6dc/b2g/config/hamachi/config.json#l28 need updating to point to the new l10n repositories.

Issue seems to be that Italian, zh-CN, bg, bn-BD, mk are missing from https://github.com/mozilla-b2g/gaia/blob/v1.3/locales/languages_dev.json
