+++ This bug was initially created as a clone of Bug #939809 +++

User Story:
As a user, I want my task manager's app ordering to match the order of my recently visited apps even if any of those apps were since killed by the system.

Acceptance Criteria:
1. I open task manager and see that the cards match the order of the apps as called out by the UX spec.
2. Any apps that were killed by the OS that should be shown (based on the defined UX ordering) are visible.
3. Selecting a killed app will reopen that app.
Rob/Francis (can't remember who is covering task manager at the moment): If you kill an app in the task manager manually, I assume it no longer shows in the ordering for task manager or for the edge gesture app navigation, correct?

No longer blocks: edge-gestures, task-manager
Note that the minimum implementation would be to show screenshots or icon of the app.
Hi Peter, that's right, if the app is killed by the user manually, then it should no longer exist in the task manager or for edge gesture app navigation.
