STR: 1. Go to Communication Dashboard. 2. Post a reply. Expected: Should be able to add and download/preview attachments. Actual: Cannot add/see attachments.

Expected: Attachment links are shown on the note afterwards. However, it will 404 for now until some server-side configurations are modified (https://bugzilla.mozilla.org/show_bug.cgi?id=972101).
