958810 - Switch to Inspector tool after clicking in inspect mode

If I perform the following steps

1. Open toolbox with some non-Inspector tool selected (ex. Console)
2. Click the new Inspect button at the top-right of the toolbox
3. Hover over some element on the page
4. Click on the element

currently nothing happens, but I think it would be much better to switch to the Inspector tool and highlight the element I just clicked.  This is effectively what happens if you perform the same steps when you are already on the Inspector tool, since the Inspector's selected element updates as you hover on the page.

This is a dup of 958169.
That change was made on purpose, so I'd like to gather feedback in bug 958169 before we decide one way or the other.
