959247 - Remove locales dropped for Firefox Desktop

Description

Bug 958599 drops several locales that are no longer actively maintained on the product side and have almost no users.

Those locales are not active either on mozilla.org and should  be dropped too:

- [mn] Mongolian
- [ta-LK] Tamil, Sri Lanka
- [ak] Akan
- [lg] Luganda 
- [nso] Northern Sotho 
- [sah] Sakha 
- [wo] Wolof

I plan to remove from our website:
- [mn] Mongolian

- [sw] Swahili
- [zu] Zulu
- [csb] Kashubian

I am not removing Burmese yet as I saw some (limited) activity on Pootle for this locale.

Jeff, Flod, does that list makes sense to you? Are you OK with me moving forward and removing those locales from mozilla.org?

We need to keep 'zu' (bug 1049500), the rest looks good to me.

inactive locales moved to a new inactive_locales folder on svn in r133405
I will merge to trunk/stage once the bedrock patch is merged and on prod.
