I think you're asking for the following:
 a) initial clone of the repos to git.mozilla.org/build/{blobber,blobuploader}
 b) read only mirrors from git.mozilla.org to github.com/mozilla/build-{blobber,blobuploader}

After (b) is done, catlee & mtabara would fork from mozilla, and delete (or rename) their current github repos.

If there are other github forks of their current repos that need to be preserved, the steps are slightly different.

What's wrong with having the RoR be on github under the 'mozilla' account, and having a r/o mirror on git.m.o if we need/want?

Nothing "wrong", but it's a change to prior (implied) policy. Previously, we've had any code that could impact the product have the RoR on a 'm.o' property. That also gave us ability to deploy from internal hosts.

afaik, all code that ships in firefox or builds the shippable product currently has to be committed to a 'm.o' repository, covered by appropriate scm levels.
