The API for this APK Signing Interface should work with Bug#960225.

In today's meeting kang and joe have asked us to do a Marketplace Payments style integration with Trunion or a trunion-like service backed by an HSM for signing APKs.

Optional, but preferred - signer subsystem should put signing work items into a Rabbit MQ queue.
