Steps to reproduce:

1. Cell Broadcast Message is received
2. System Dialog about Cell Broadcast is showed
3. Dialog is disappear (some operation had done)



Actual results:

User can't read cell broadcast Message again.


Expected results:

FirefoxOS Saves Cell Broadcast Message.
And User can read the cell broadcast message after disappear dialog.

Here are some approaches:
1) Store in Messages app
2) Store in another app other than Messages app
3) Store in Settings

We have to make a decision before proceeding.

Normally, Phone doesn't need to store CB message because CB message will keep broadcasting. I wonder if this is a partner-specific request.
