Firefox Nightly 29.0a1 2014-01-16 on Windows 8.1 Pro
When opening https://etherpad.mozilla.org/testday-20140117 in desktop mode and then switching to Metro and scrolling down, scroll works as expected. After reaching the bottom and starting to scroll up, scrolling up and down are very slow/move the content not much.

Setting to major. This bug is a real pain when browsing long pages, even page up and down aren't going one page up or down, only parts. Either the content out of view hasn't been rendered/buffered or some mechanics regarding the viewport get out of sync.

It looks like this has the same underlying cause as bug 961280; it's fixed by the patch in that bug.
