961079 - When restoring a session with minimized windows on Mac, one of the minimized windows gets restored

I often have two or three minimized windows in my session.  Every time I restore my session (for example after restarting Firefox), one of those minimized windows gets restored if there is only one non-minimized window.  If there are two non-minimized windows, then none of the minimized ones get restord.

I am experiencing the same problem.

Steps to reproduce:

* Open Firefox and open three windows full of tabs
* Minimize two windows to the Dock
* Quit Firefox and re-open it

What I expect to happen is that Firefox will restore the three windows from last session, and minimize the two windows that were minimized when I quit it.  Instead, it will restore the three windows, minimize two, and then un-minimize one of the two windows.

I have tried opening Firefox in Safe Mode, to see if this was being caused by an add-on, but the behavior remains the same in Safe Mode.  I also tried downloading a fresh copy of FxDeveloperEdition, opening three windows and populating them with tabs, minimizing two and restarting—and the same result occurred: Fx starts up, restores the three windows, minimizes two, and un-minimizes one of the two.

In the video you can see:

1. Firefox is open in Safe Mode
2. I mouse over two windows minimized to the Dock
3. I quit Firefox
4. I reopen Firefox and select Safe Mode again
5. Three windows are restored, two get minimized, one gets un-minimized

This bug has occurred in the past—some versions of Fx will have this bug, and then later versions won't, and then the bug reappears down the line again.  This bug has been present for several versions now.

This bug is still with us.

(After tab groups got killed off and the switch to Web Extensions killed off the tab groups extension, multiple windows is the best way to handle multiple workspaces, and most of the time, most of those windows will be minimized.)
