Steps to reproduce for en-US: 1. Drag edge of screen to left or right side so Firefox leaves fullscreen. 2. Drag the separator until the header of the phishing warning page wraps to two lines.

It looks like this bug is fixed in scope of Bug 962787. At least I can't reproduce it anymore.

Yes, the issue has been fixed on central by bug 962787 (tested with German Nightly 2014-02-08).
