you have to move into it about 50% before you get video.
Chrome can display the video fine.

Which makes this bug 868797.

The reason you have to skip so far before it plays is that there are only three cues in the file (at 0, 4, and 8s), so if you seek anywhere in the first 4s we try to decode the block with the negative timestamp and fail.
