VideoPlaybackQuality's totalFrameDelay attribute is marked "at risk" in the current spec due to lack of implementations. Since there has been debate about how this attribute should work, I think it's best to match other implementations by removing it for now. I wouldn't want to cause it to remain in the spec only because of our implementation (that I implemented blindly from the spec and thus haven't thought about particularly carefully).
