The query looks up the bugs, looks up the comments that match and see how far back they go, and then looks up the bugs. 

The issue is comment changes are not shown as change history on a bug, knowing when a bug "changes" is difficult.
Intent is to make a new snapshot everytime a comment is added.  Also add a field called "comment_count".
This is still nice to have
