96299 - Page Up/Down in mail composer doesn't move caret

Reproducing the problem:
  Open a new (plaintext) mail composition window.
  Type more than one page of text.
  Press the page-up key
Results:
  Cursor stays in the same place, even if that location is not visible.
Expected Results:
  If page up/down would put the cursor off-screen, the cursor should be moved to
  somewhere within the visible text.  NS 4 keeps the cursor at the same line 
  within the visible window; Emacs puts the cursor at the top of a page after a 
  page-down, and at the bottom after a page-up.  Either behavior is acceptable, 
  but the cursor should always be visible on the screen.  Without this behavior, 
  one must use the mouse to reposition the cursor after every page up/down.
