Cannot place "Zoom", "Copy/Paste" widget at the bottom of Panel No reason to refuse.
I'm able to move both the zoom and copy/paste controls to the bottom of the panel without difficulty. Alice0775: what occurs when you try dragging those items down to the bottom of the panel?

Customize 2. Restore Default 3. Drag the widget to the bottom and drop on empty area

Actual Results: See screenshot attachment 8364386 [details] The widget is placed between "Developer" row and "Find" row.
Ah, OK. It seems we're not allowing the wide widgets to be placed after a row that has less than 3 items in it. I *believe* that's intentional, but needinfo'ing jaws just in case.

Yes, that's intentional. Doing so simplifies our narrow widget positioning code within the menu panel.
