There is no scroll bar in the preferances window, if you have all of the
preferances expanded.

Reproducible: Always
Steps to Reproduce:
1.open new document
2.Click on edit
3.Goto Preferances
4.Expand all preferances choices

Actual Results:  there is no scroll bar if all areas are expanded

Expected Results:  needs a scrool bar
