We should figure out what's going on here. We used to call ShrinkGCBuffers from nsJSEnvironment, but the code is missing. Additionally, we're calling ShrinkGCBuffers when we run out of memory. But in most cases, that just starts a thread that will eventually decommit. It would be better to do the decommit right away.
nsJSEnvironment _seems_ to still have a bunch of ShrinkGCBuffers stuff.
