The current wait times report is only useful if there is zero auto-retried jobs. This report would help for capacity planning.

The other capacity thing besides retries it doesn't really report well is coalescing - starting every job within 5-15 minutes on a tree with one push every 30 minutes gives a very different outcome than starting every job within 5-15 minutes on a tree with one push every 5 minutes.
I don't have time for this.
