Steps To Reproduce:
1. Open PanelUI and Right click on a button
   --- "Move to Toolbar", "Remove from Menu" and "Customize" context menuitems are exist as expected
2. Enter Customize mode and Exit Customize mode
3. Open PanelUI and Right click on a button again
   --- "Move to Toolbar", "Remove from Menu" and "Customize" context menuitems are gone

Actual Results:
"Move to Toolbar", "Remove from Menu" and "Customize" context menuitems are gone.
 Instead, "Add more Items.." appears

Expected Results:
No reason to change the context menuitems ....
