STR:
Requires a multilocale build and capability to switch locales (addon: http://twinql.com/xpi/locale-switcher.xpi)

1. Open a new tab to about:home.
2. Switch the locale.
3. Open tabs tray.

Expected:
About:home tab title is in new locale.

Actual:
About:home tab is in previous locale.

I'm not sure I agree with a sledgehammer approach here -- we probably don't want to reload web content, for example.

Presumably there's only a single instance of about:home hiding behind those multiple tabs, so perhaps it's enough for about:home to broadcast a title change event inside onLocaleReady?

I am even of the mindset that 99% of your tab titles will not change when you switch locales, so to hell with the 1%.
