When the panel contains one or more items with a multi-line label (like »New Private Window«), the items below the row of that item jump up a few pixels once the transition into customization mode is finished.
In the attachment you see the state during the transition on the left, and the state after on the right.

The two row items are also problematic since they change the hover zone. You can test this in the first line : New private window has a bigger click area than new window and save page. It causes a empty blank space under them.

There was some patch that gave all panel items a fixed height, which resolved this issue along the way. I can't find the bug, but this issue is not present in the current nightly anymore.
