Lets merge the dev and prod requirements files. Mock, etc aren't strictly needed to run the production code but they won't hurt anything being there and it simplifies the build to have a single install.

fixes bug 964558 by merging all requirements files

remove the false distinction between dev and prod dependencies by
merging them into a single file. This simplifies our build process
and leaves one path to prod -- we test with the dev deps and ship
what we test.
