To make it easier for developers debugging 64-bit unit tests, run these tests at system startup inside an RDP session and against a local build, without requiring buildbot.  Test results should be stored in a local file for later inspection.

Other than the automatic running of tests at startup, the instance config should be the same as tst-w64-ec2-xxx machines.
