On launch of the browser, a user is bombarded with notices

Where "update your Firefox" and the banner has the potential to be any other announcement type of notice shown on first-run.
Yeah we really need a way to not be firing multiple notifications at the same time. One at a time please.

What are the actionable items here? Which notifications should we get rid of?

I'd argue this is a bit of an edge case, since it's only on first run that we show the "Nightly stats & data" notification, and it's only on Nightly/Aurora that we show he update notification.

At the time of discussion on IRC we mentioned that it was the possibility of sending out a product announcement on a release channel where a user would see a notification instead of a pending update.

The only actionable item I could see there is to put some kind of buffer on our notifications so that you don't get more than one at a time. But if as you say, it's only really likley to happen on our pre-release channels with our updater stuff, then maybe it's fine as is.

and the product announcement case that AaronMT described... well, we as Mozilla should just stick to our original guidelines and use them judiciously.
