We need to decide which languages/locales we want to focus on (i.e., go to market strategy for that locale). Maybe lang/locale tiers? What is the process for turning new langs/locales 'on' on production. If one of our tools is 100% in lang XX, do we turn it on? This ticket is about making decisions for the short/medium term about where to focus, which langs/locales we're missing or are incomplete, etc. I'm not totally clear who all needs to be involved in such a discussion. Brett, can you give me thoughts as to who should be in this bug?

Adding Adam – perhaps there are some quick metrics we can use to help us understand which languages/locales to look at next. Perhaps add Paula too, for new markets? Re. process for "turning on" a language – that feels like a separate bug on communication strategy with our users. Have filed as bug 965836.

Here's a quick look at data from GA showing the most popular browser Languages of people who visited webmaker.org and the tools in ~2013. I've greyed out the main language we already have, so the remainder on this list gives you some data to consider. This would indicate existing appetite and perhaps quick wins for localization (rather than market potential which is another angle). But we could use this to target a few languages at a time.
