Bug 911409 partially fixed this problem, but even with that patch there are still some menu arrows that are drawn at the wrong size and very badly scaled, on Windows 8.1 with the display scale higher than 100%.  In particular, menu arrows next to folders in the bookmarks menu are drawn badly, as shown in attachment 8350219 [details].
Actually, none of the menu arrows in that screenshot are correct. They should all be right triangles of a certain size. Here's a reference of image of how native menus are drawn.

The shape issue was fixed in the later patches in bug 911409.
