Description:
The hours and minutes carousel can scroll the page up and down if the user scrolled before using the carousel.

Repro Steps:
1) Updated Buri to BuildID: 20140127004002
2) Go the clock app
3) Select the 'Timer' tab
4) Scroll the down the page
5) Select the carousel and scroll up or down

Actual:
Scrolling the carousel also scrolls the page.

Expected:
Scrolling on the carasoul does not scroll the page.

The carousel will go away in the 1.5 UX refresh; agreed that this is minimal. Marking for resolution after the 1.5 refresh, but we can still fix for 1.4 if there's time.
