If you back out the patch landing for bug 924839, then readd it but revert the CLOBBER changes, trying to build without doing a CLOBBER will fail.  I bumped CLOBBER in order to land there, because ICU updating is an infrequent thing, but in the long run we need to fix this somehow.
Probably just a matter of rerunning configure.
