I'm suggesting we use this as the canonical URL for this document. 

It will start as a webmaker specific guide, but later can include variations for use with the other Mofo teams:

* Setup a 'testing hub' to list all our live and historic tests
* Setup a Google doc template for writing up test plans
* Setup an etherpad as a continuous dumping ground for test ideas
