Mouse pointer isn't a hand like on movable icons(see screenshot). Expected results: All icons should be movable

Confirmed it's an issue with the add-on. It's a SDK-based add-on, but it implements its own toolbar button module - which inserts its toolbarbutton in the part of the toolbar that isn't customizable.
