Details
Some sort change to the way we tag or setup the instances so they are left off by the pending watcher. This avoids needing to explicitly mark them as disabled.
Rail volunteered to look at it.

Or automating the 'aws_manage_instances.py disable' call we have on https://wiki.mozilla.org/ReleaseEngineering/How_To/Loan_a_Slave#AWS_machines. See also bug 965850.
