Misplaced [Empty] first entry in personal toolbar

Seeing this on Win98 build 2001082109.
Procedure:
1) Make sure a folder is set up as a personal toolbar
2) Open the bookmark manager, and create a new subfolder in your personal
toolbar folder.
3) Drag and drop a bookmark from outside the personal toolbar folder into the
newly created folder
4) Look at the browser window, and click on the personal toolbar for the newly
created folder.
Actual: Folder has two entries, first one is a disabled [Empty] marker, second
is the expected bookmark.
Expected: Folder has one entry, the entry dropped into that folder in the
bookmark manager.

I know that I looked for the keyword "empty" while searching for this. How s it
that I missed the actual bug AND 11 dupes???

VERIFIED Dupe.
might be a could time to check that you aren't inadvertantly
selecting/deselecting a parameter on your bugzilla searches.
