The table structure of the document in question is extremely unsound. As a
result, when it is scrolled in Mozilla parts of the document scroll at different
speeds than others.

Reproducible: Always
Steps to Reproduce:
1. Access the URL
2. Grab the vertical scroll elevator
3. Drag down until "10 Day Forecast" reaches the top of the viewport

Actual Results:  The content on the right side of the screen will continue to
scroll, but the "10 Day Forecast" remains stationary.

Expected Results:  All content should continue to scroll at the same rate.

The page itself is very, very complex. I've been trying to put together a
corrected, valid and well-formed version, but the fundamental table structure is
so unsound it's proving difficult. I will continue to try, however, and will
attach a testcase when possible.
