96800 - Need Ability to Sort Mail Accounts & Newsgroups in Mail/News Account Settings ("move-up, move-down)

We should have "move up" and move down" buttons in the "Mail/News Account
Settings". 

Then we would also need two horizontal lines to delineate between the "mail
accounts *|* local folders *|* ewsgroups", because the moving cannot (should
not) go beyond ones own subgroup (mail accounts | local folders | newsgroups).
Another bug?

1. The buttons should be grayed out if "Local Folders" is selected (unmovable).

2. The *Move-Down button* should be grayed out if selection is at the *bottom of
a group*.

3. The *Move-Up button* should be grayed out if selection is at the *top of a
group*.
