Steps to reproduce:
1. Open https://ie.microsoft.com/testdrive/browser/mixedcontent/assets/woodgrove.htm
2. Tap on the shield icon displayed in the URL bar
Expected result:
-A doorhanger is displayed that shows: "<Firefox> has blocked content that isn't secure. Most websites will still work properly even when this content is blocked. -Two buttons: "Disable protection" and "Keep Blocking"
Actual result:
-Besides the doorhanger mentioned above, a doorhanger is displayed.

Note:
This is also reproducible on Nightly
On 27 Release and 28 Beta 1, there is no extra doorhanger displayed
