keyboard doesn't work under 'xinit -- -bp 16'

Details
This problem occurs with Mozilla 5.0 and Netscape 6.1. I'm using the browser
in a kiosk application. I start x windows using xinit -- -bpp 16 When I start
Netscape up the keyboard does work to enter data into forms. It works
correctly with Netscape version 4.76. It also works correctly when I use startx

I was using release 0.9.3. Using the following steps
1. xinit -- -bp 16
2. /usr/local/mozilla/mozilla
3. Now try to enter a URL in the location. I could not enter a URL location
using the keyboard. This also applies to anywhere else data is entered.

Unable to enter data into Forms, the URL location, or anywhre else on
a page. Example:
xinit -- -bp 16
/usr/local/mozilla/mozilla "http://www.yahoo.com"
Now try and enter data to perform search. I'm unable to key anthing in.
Again this will work if startx is used instead of xinit.

if you start a window-manager when you run startx, but not when you run xinit,
then this is a dup of bug 76854
Reporter:
xinit by default starts an X session without any window-manager.
Can you confirm that this is the case also on your own system?
If so, this is a duplicate of bug 76854.
Resolving as dup of bug 76854. Reporter: Please inform if you don't run xinit
deafults , but actually have modified it to run a windowmanager.
