Duplicate Inbox on Mail when installing after cleaning profiles

Details
I get 2 Inboxes on Mail after I install after wiping out my profiles. If I close
mail and go back in then only one inbox remains. Always reproducible.
All platforms with different set up types:
Win2k - Win trunk build 2001082403
Mac OS 9.1 - Mac trunk build 2001082408
RH Linux 7 - Linux trunk build 2001082408

After cleaning and installing, was the mail account with two mailboxes migrated
or a new account? BTW, Profile mgr does not make inboxes, only the top level
dirs "Mail", "ImapMail", and "News." Mailnews makes inboxes.
