Reproducible on Firefox 28 beta 1 build 2 (Build ID:20140205162153)
Mozilla/5.0 (Windows NT 6.2; rv:28.0) Gecko/20100101 Firefox/28.0

STR:
1. Launch Firefox.
2. Perform a download (ex: an item from google drive).
3. Click Download manager button.

Expected result: Download panel is displayed.
Actual result: Download panel is not displayed.

Notes:
1. Reproduced on the following localized builds:
- bg: on Windows 8 32bit
- ru and th: on Ubuntu 13.10 32bit
- gu-IN, xh and it: on Windows 8.1 32bit
- en-US: on Windows 8 32bit and Windows 8.1 32bit
2. In a new window, Download panel is displayed.
3. No errors in console.
4. Reproducible with Firefox 28 beta 1 build 1.
5. Not reproducible with Firefox 27 RC - it's a recent regression. I will investigate further tomorrow.

After more investigations, I was able to reproduce this issue on Firefox 27 RC too. It's highly intermittent and couldn't find a reliable regression window.
It's also reproducible with Firefox 18 (when Download manager button is first visible).

I can no longer reproduce this issue on Windows 10 and Ubuntu 22 with Firefox 125.0b8, the download panel is displayed for multiple locales.
I'm going to close this bug as WFM.
