Steps to reproduce:

Build 28.0a2 (2014-02-03) on Windows 7 x64

1. Open the debug window (ctrl+shift+i) 
2. Click debug
3. Add a breakpoint to a javascript function
4. When the breakpoint is hit hover over a variable name
5. When the inspect on hover dialog is displayed
6. Scroll down using a scroll wheel  






Actual results:

A line of the rendering is stretched from the current scroll position to the top of the inspect window. See attatched image


Expected results:

The window should have scrolled down

This is known, but it seems hard to reproduce. If you have repeatable steps to reproduce this on a specific web page, can you please comment on the other bug?
