New UI to support adding a sidebar tab

Request has been made for the ability to add a CCK UI which allows the addition
of a single sidebar panel and make it one of the default tabs. 

The UI would not allow modifying or removing existing sidebar defaults and
would not allow changing which sidebar tab is opened by default.
