96920 - Menu Popup Jumps across the screen when clicked

To reproduce, open an IM window in a commerical build.  Put the focus into the
message box, and try to choose a smilie from the dropdown menu.  The menupopup
will jump to the bottom of the screen, and to the right a great deal, It will
continue moving right when clicked until it's offscreen.  Smilie menu in mail
compose is not doing this.  I think this is from hyatt's changes to popups.

This should fix the problem.  Note that I have no idea how there could be 
existing XUL in the product that would exploit this bug.  The menu over in AIM 
code must have been attached in a very strange way.  I'm wondering if you 
somehow changed the tag name through overlaying in some bizarre fashion or 
something.

Anyway, this code should repair the button, but I'm perplexed as to how the 
AIM XUL could have exploited this issue.
