969710 - reduce ebs usage on try nodes

I have yet to find a spot build node with < 23gb free.

We should reduce ebs builders from 50GB to 35GB. No builders that I can see have less than 23GB of space, many have over 30gb of free space.

spot testers get down to 2gb free, they are sized about right.

I pushed a change to reduce the size:

To apply it we'll need to recreate the try AMIs and recreate the on-demand slaves. The spot AMIs will pick up the change when we recreate the on-demand try slaves automatically. I'll block it on bug 966301 since it requires re-creation as well.
