"It would probably help with consistency to uninstall all versions of Fennec prior to installing the package to test. Yes, background services could be checking for updates, fetching product announcements, etc., and of course Android will keep their content providers etc. alive until there's memory pressure."

Once we have the above functionality in mozdevice, we can extend cleanup-phone.py to do this.

Pushed patch to mozdevice:

Now to do a new release of mozdevice and make cleanup-phone.py use it.
